I made a similar one mainly for LD but here are a few
Black Kat Cowl
Snarby coat
Gun damage bonus trinket
Health Trinket
SSB
Sword and gun damage bonus ultra
ASI H
and extra health.
There is alot to do with it, but just play around until you find something good.

A Black Kat Cowl paired with a Divine Mantle serves to nullify the more nasty drawbacks to the cowl itself (still have that poison weakness) and turns it into a hybrid-friendly build for general Clockwork running.

But you will hardly find all weaknesses on a single level. It's better if you keep multiple armors in rotation.
Or you can kamikaze with chaos mantle and a swifstrike.

I think you mean shock-locked, not freeze-locked.
The Kat Cowl gets freeze resist, which would cancel out the effects of the Chaos.

Nice to see so many ideas.
I typically run it with snarb coat, as my only other 5* armor is vog, and I already have 2 sword ASI trinkets. I found that owlite shields and crest of almire cover the two nastier weaknesses of the hat quite well, but I've been screwed over by shock several times. Poison isn't really a big deal to me so far, but having snarb nullify the weakness is useful. I have a lot of unnecessary freeze resist, though, so it might be worth it to pair it with shock resistant armor like a cloak or even merc demo.
Most of this stuff is stuff I learned while clockworking for more kats, so I would probably just end up pairing it with snarb in lockdown for max damage/asi, and high damage with bombs/guns. I don't have any "real" guns for lockdown, though, nor any 5* bombs yet. Working on those. In fact, for now, it might be best to just do full snarb, since all my 5* weapons are swords.
My bro uses silvermail with his, for hunting kats, because I think it has pretty much every defense possible covered for kat hunting.

Theoretically, it would go very well with sentenza/Argent peacemaker, which need damage, asi and MSI to be amazing. So I'd probably use it with that. I'd also carry a sword based on what I was fighting, maybe.
So I'd probably use either vog, fallen, mercurial, or gunsinger-something with it, along with the obvious swiftsrike. Alternatively, there is the ridiculously strong chaos set, but I'd only use that if damage bombing. Mercurial would probably be my first option though, so I could get MSI med, as well as shock/piercing/elemental/normal resistance. The damage for bombs low would also be nice, though I probably wouldn't use it so much as I would strap on a swifstrike and go to town.
Of course, this will never happen, as the drop rate on said hat is beyond my reach.

Try using the Black Kat Cowl
Try using the Black Kat Cowl with a Vog Cub Coat and a Barbarous Thorn Shield. You would get Sword Damage Bonus Ultra, Sword Attack Speed Increased Medium, Damage Bonus High, and Movement Speed Low.
Damage Boosts don't really affect your DPM; however, Attack Speed Bonuses do, a lot. Try using a GF and a DA with that set I gave you. Personally for me, the Swiftstrike is only good if you're a bomber/gunner. That's because the Swiftstrike can barely withstand any hits in t3, which will totally mess up a shield-canceling routine.

Did ya read my post?
I already have ASI VH on all swords, double trinkets, so equipping vog to get damage high, asi max is less balanced and harder to use, or I'd have to use my BTS and give up shield defense against the harder enemies in the game. Snarb+Cowl, gives me Dmg Ultra, ASI Vh (trinket), and lets me use a strong defensive shield freely, like ironmight, crest of almire, owlite, ALONG WITH getting pretty good shadow defense.

How long can you survive?
Because i am a bomber i decided to pick the Hiss Kat hood (its now 4*) but im using it with Seraphic Mail, which idk, i got a Fire low UV on my mask to lower the fire weakness of the Seraphic, the Seraphic takes care of the curse of the mask, i also have low dmg increase on fiends, now all i have to worry about is fire and shock, which i can take care with trinks, but probably wont and low Ctr on bombs, so its a first shadow demo setup :3
