Because not everyone's a Striker.
We can't just boost out of there.
Oh, & because it expands.
Even if damage was nerfed to just 1 point, it's a matter of patience.
If it gets you, you'll be traped in a loop of shock and knocback. Also poor monsters don't have striker class.
In LD, it is unfairly good at area denial: stall the other team with little to no effort or risk.
Play GvG against a team which uses it, and you'll see what the fuss is about.
You misspelled the title of this thread, it's Solaris*
It has a three-shot clip and a pretty respectable area of damage. In Lockdown, getting shocked ia all but a death sentence. Any area not wider than four tiles can be completely covered forever with just one man spamming it, let alone two users with it. The slowness is an advantage because it acts as a hindrance for as long as it's traveling.
In Clockworks, it removes all the challenge from everything at the tradeoff of making the fight annoying and slow for all of your teammates.
Nobody wins with this thing.

(SO you know, I'm mostly 4*.) A few days ago, I was doing some tier 3 beast levels solo, and I found a danger room (with plenty of spikes of course). I went in, and found slimes--specifically, ultra blast cubes for the first round. I was armed with Dark Thorn Blade, a Needle Shot I was heating, and a Gigawatt Pulsar. So frantic pulsar spamming was my only way out of that mess. Next I managed to beat the lichens, including the Giant Lichen Colony, with more spamming. Last round...Quicksilvers. O_o That was messy. For about 20 seconds the room was full of expanded pulsar shots, ricocheting quicksilvers, and explosions from the respawning explosive boxes. Then it was much quieter...I'm so glad charged quicksilvers kill non-charged ones. The last few left were harder, and I had to rev. The very last one took FOREVER--it kept charging up and healing itself, which made Gigawatt useless and the pierce blade couldn't keep up with it's healing very well, especially with having to shield bump it's attacks away. I think I managed to trap it in a corner to kill it lol.
Moral of the story: Polaris can save your noobie, unprepared little life. Or kill it. And always bring a shadow weapon to beast levels.

I think of it in TF2 terms. The polaris spammer is an engineer and the polaris is his sentry gun. You try to get close to deal enough damage to kill him and you get hit by the sentry that NEVER misses (almost never in terms of polaris if you're too close) and you are ded. nawt beeg sooprise.
Cause Skolver Clones have no shock or elemental resistance
It is possible for the sentry to miss. there's a spy tactic called stab-and-sap, which utilizes the brief period of time that a sentry has to lock on to kill the engie and hopefully get the sentry sapped, but I digress.
As to answer the original OP, it's a tactic that happens a lot in lockdown. and aggravated players get fed up and ask for a nerf for the gun. Even outside LD, it gets a lot of hate for interrupting teamplay. In all true honesty, I rather have the underpowered weapons (*coughCallahan*) buffed before we consider nerfing more weapons.

I'd rather see overpowered weapons nerfed before we considering buffing even more stuff. I don't find Callahan to be particularly underpowered, myself. It serves its purpose as a sniper rifle perfectly well, and doesn't even have much competition in that area.
In regards to the shard change, if at some point we stop making noise about it, we give the devs the false impression that the bomb's removal was okay in the long run, which is a small matter on its own. A very large amount of mistakes were made in regard to that particular patch and the announcement of it, none of which has been clarified, redacted or even so much as apologised for. It is important we do not give the false impression that such behaviour goes unnoticed.

most of the shots I could dodge, but some snuck me. I took shock status but it lasted no longer than it took for my broken shield to regen.
I can understand it being a death sentence for skolvers though.

All in all, it seems that polaris is an inconvenience to a very specific group of knights (Namely, those that both take damage from polaris (although I -still- find that difficult to do if due attention is being paid) And those that are not resistant to shock. (Strikers, why not wear a [***]wood bracelet with your heart trink?)

Actually one of the best counters would be Mercurial Demo.
Catalyzer have even slower bullets than Polaris.
