So... there is a med status resist on both pieces on a chaos set, correct? And each bar means one level up/down? So, one bar of resist means a low resist?

Med resist will give Chaos
Med resist will give Chaos neutral status resist.

Each bar means two steps, but the first one is just visual and doesn't indicate anything. A max resist, then, is two bars.
it's a medium status penalty on each piece.
Each bar does mean one step but the first one doesn't count (might just be to make the bar longer a little)
