You mean, does ASI increase the speed at which the charge attack spins you around? I haven't measured that in detail, but it probably doesn't do much, based on the data cited above.

The guild Lancer Knightz has extensive data on sword charge speed. They don't show detailed data on how ASI affects charges, but it seems to have a very small effect --- for example, ASI+0 vs. ASI+6 makes a difference of 16 vs. 17 charges per minute on Combuster. For uniformity, they collect all of their charge data at ASI+6.
So, in short, worry about CTR and fire protection, not about ASI.
