I'd say Sudaruska even though I do not have it, because it seems more predictable and easier to use (Suda can not stun on the final hit of combo).

Triglav can freeze on the final hit of combo, and that can freeze the enemy in place and the enemy can counterattack (if you didn't land both hits of the combo). In short, you have to be more careful when using the Triglav.

However, these are my thoughts on using Triglav with no bonus damages.

In the end, I believe you should get the Triglav if you do a lot of PvP (because tokens) and Sudaruska if you don't do PvP.

Sudaruska is easier to earn and use.

Suda allows both hits, as well as a sustainable charge, that won't fail if you hit things in the face with it. The charge is amazing, but won't freeze enemies... frozen enemies let you hit them a second time

Triglav has more potential for damage and tactic, which really fits it's placement in the game.

Knowing how to use it's freeze to your advantage can be quite useful, but moreover can give you largely increased damage. Since you're probably not going to be using just triglav, you should never have to attack with it exclusively. I find that these weapons go well with guns- that leaves you to the decision of either gunning or swinging a heavy sword. This means that you can swing only when having an enemy frozen would benefit you, but having an enemy not-frozen wouldn't hurt you. The first swing is always available as well, so reliance on it isn't as much a problem. If you can learn to play around these things, then the ice can become viable.
