CTR low isn't that useful, so lets forget about that now
An asi VH blitz is worth 10kce tops, and a fiend VH as a damage on blitz is ok, but not that great. Taking in the ctr low, I'd suggest somewhere between 16 and 20kce...
Or, we can approach this a different way. An asi VH by itself on a blitz is 10kce, and rolling a double uv takes roughly 1kce each time, so... Fiend VH is one of the 6 damage classes, so not worth too much, but its a VH... Might be worth another 5 to 9kce, if you can find someone willing to pay for damage. The ctr low, even though it was from a triple uv, is low... So i think at most an extra 1kce, which brings me up to 16-20kce

May I add that the Fiend VH is very useful.
When I go as a swordsman I have, with this blitz, not needed to hit with the full charge to kill trojans. In single or double parties I dont even have to charge to get a quick kill.
In HoI I get max damage to fiends with bkc, and that includes the boss. Note that I do not have to use up gear or slots to get fiend bonus.
Out of all UVs the blitz needle can have, CTR, ASI and fiend damage are the most wanted and this one has all 3. And out of them are 2 VH. If the CTR was VH also, it would be the perfect blitz in the eyes of many knights.
Edit: For skilled players, all the CTR you have matters. For example I try to release the charge almost before the animation is showing.

I know, I do the same with ctr... As in try to release before animation, and most times I succeed, as long as I'm familiar with the weapon... And I do realize what you mean with the damage bonus, but even so, I'd say the top is 20kce, but if you have the patience to roll at least a ctr med, it would be worth quite a lot more...

I remember when peeps were selling ASI V.high blitz for 25-30kce. Lol times change.
