I am allow to do PVE (clockworks) with out a shield or weapon. I tried to break the game further by attempting to have "no armor" by assigning the armor I was wearing to the costume slot but the game wouldn't allow that.
Is this intentional?
You didn't break anything, you just... unequipped your weapons and shield.
People do that in Haven because big shields can look ugly and cover their fancy costumes.
There's nothing wrong with that.
