When I shield dash with my shield up, the game forces my knight to auto dash, is this intended?

Not quite what he meant.
I have come across this as well. Pressing the button for Shield Bash while holding the button for Shield results in a Quick Dash (the jumpy-hoppy maneuver) and your knight will execute Quick Dashes uncontrollably. Repeating the combination stops the bug. I don't think it's intended.
Edit: I just discovered the same thing happens if you try to use Shield Bash while charging an attack.
I'm not sure I quite understand you, but if you were shielding then pressed the key for shield bash, yes, it does make you bash-dash.
