Many weapons slow you down while charging. For example, Divine Avenger slows you by about 22%, and Callahan slows you by about 103%.

Actually, it's because when such a weapon is being charged, it takes the majority of the power from the Spiral Knights' armor systems just to keep it stable (so it doesn't explode prematurely)
The drain in power reduces the speed at which the armor can move.

Actually, cuz they programmed it this way.
avoiding all the obvious joke answers, it's because it totally pulls in enemies and virtually halts their movement.
BAB and ID slow you down to balance out the huge damage they deal.
Shivermist doesn't slow you down because it has no knockback, doesn't pull in enemies, and doesn't work on ice-themed monsters.
