MSI a "PvE only" Ability

What I heard most often around here and as the single most dominant argument in an older thread of mine, the some people don't want MSI to be raised because it is overpowered in Lockdown.
Don't know that, don't care about Lockdown. But I care about MSI, because I'd really like to get around faster through the ever repeating Clockwork.
So if it is this overpowered in Lockdown, why not make it a PvE only UV?

Let me address one issue right away:
"People pay UVs almost strictly for LD.
Do you think people have max pierce max shock max stun skolvers because electrolisks are too strong? Nope.

While this idea has good intentions and could have worked if it was applied from day 1, doing it now will only cause trouble.
Those that have such things are the ones that maintain the game by buying and selling energy to accesorize their cloned sets and get UVs."

MSI is no normally accessable UV, it can't be rolled and usually can't be brought beyond medium (except with Sprites). No one could feel deprived of something he spent hard cash / hundreds of hours farming on.
If MSI is really overpowered in Lockdown, but totally laughable in PVE, this would be a simple way to reverse this to the delight of all involved.

EDIT: I am sorry for my poor wording, it seems I caused some confusion with this.
I am not asking for MSI UV. That, which we have right now on Mercurial Armour, is still considered a UV (at least I never heard any other name for a bonus that's linked with the equipment, but maybe that's just a lack of information on my side).
NEVER should we be able to roll for MSI. This has to stay that way and it is the only way one can argue about excluding MSI from Lockdown: After all, you can not spend money on trying to roll it and feel betrayed you can't use it in Lockdown, if it isn't rollable in the first place.

What I am asking for is simply the standardisation of Movement Speed in Lockdown, regardless of how much MSI you have.

This would be a set-up for a MSI buff. There has been a lot of resistance from Lockdown players to raising MSI, while PvE players highly endorsed it. Removing MSI from Lockdown would give OOO the freedom to start playing around with it. (And yes, Quicksilver is s***, but that's because MSI is worth s*** in most situations.)

You do know that 1^1,000,000,000 = 1? In fact, one to any power still equals one.

On topic, though, I agree. I couldn't give a tinker's hoot (or any other worthless item) about Lockdown... I hope (unrealistically) that it dies a long, slow, painful death. But MSI could be a really advantageous CLOCKWORKS (you know, what the game was MADE for) UV. Especially for bombers trying to take out the greavers.... (shudders)

Regarding the OP, I'm not sure MSI UVs are a good idea, just because, as inferno pointed out, we already have MSI armors, and they're never used. An MSI UV would likely be in the same boat (and it would also be the first step toward adding other ability UVs into the game as well. I'm not looking forward to the string of "Chaos with ASI UVs are the only way to play" posts that would ensue if ability UVs became available). However, if it's carefully balanced, I don't see anything fundamentally wrong with MSI UVs, or MSI armor getting a buff.

Honestly, I don't know why we even listen to "this would screw up LD" arguments. LD is not a fine tuned, carefully balanced system. Its screwed-up mess and has been for who knows how long, and changing anything in this game will screw it up (including doing nothing).

By PvE UV only, do you mean that only Shields can have this UV? Cause if you do, than the Swiftstrike Buckler could have a sibling shield: the Swiftstep Buckler.

Odio, skolver's sword damage bonus and mercurial's MSI are armor abilities. technically UVs too are, but since everyone thinks not, they are different.

Why not make the Uv's only

Why not make the Uv's only attainable on shields... an ancient plate shield with msi med would be mind-blowing though.
