Because it's a junk bin, you don't open a junk bin up and place a banana peel in it more to the right because it would look better.

some other forums do, like doomworlds forum, once a thread is sent to "Hell" (the same as graveyard) people cant post there anymore
about people posting in graveyard, well it depends, sometines "new" forumers tend to post there. and sometimes when people are writting the post, the thread got graveyarded and when the forumer is done writting the they post the comment and looks like they "posted" in graveyard because they finish their post once the thread was moved in graveyard. so most likely people post in "graveyard" by accident. not like people tend to post there because they want.
I don't know about other people but I don't check the graveyard and comment, so I don't know why people continue to post on a dead thread.
