So basically I gave 4k CE for someone to unbind a glacius but then I saw the unbinding animation but it is still binded to the person.
Now I lost 4k CE and im not sure if he scammed me or not.

While Skyguarder already said one of the forum rules...
Most of the items can be unbinded like: Glacius, Divine Avenger, Kat hoods, etc, but also there few items that cant be unbinded like: OCH weapons, Honor Stuff, Costumes that you have use, Stuff from certain packs (like the pack that used to give you a green ward) so when you try to unbind those items the game says is impossible to unbind them.
but in this case with a common item you got scammed and the guy kept the CE (or probably unbound something worthless like 1 star item or bought something on supply depot) to fool you like he "unbound the item".
What you can do? contact support here: https://www.spiralknights.com/support/#mail there a GM can help you with your situation, they never help in the forums due their rules so if you want help go there.
also report the scammer in the chat, you can do it with /report scammernamehere Ex: /report player and then follow the instructions.
So... isnt a technical issue, you got scammed and pretty easy.

Simple: because he can learn which ones can be unbinded from Vise and which no, i read it dont think im not in other words: other items that are not these can be eaisly unbind and dont have "any kind of bug" so he can learn when is a scam and when not.

Nope, :P whats in the future he want a lionheart blade and someguy say he can "unbind it" but then happened again the same scam, its better to have info at hand which one can be unbound. sure is weird that someone would fall in the same scam twice but there always people who would fall on it anyway. the only thing i forget to mention was just that, "most of the items" can be unbound like glaciust. just going to add that. edited There you happy now?.
