They aren't the same.
The prismatic halo changes to your personal color and sparkles like a divine halo while the arcane halo is always blue and has flames like a volcanic halo.

Just like prismatic wings can resemble but not quite match regal or toasty wings, arcane can be mimicked by prismatic, but prismatic will lack the flame effects.
That's only if you're blue/purple. Are you blue/purple?
