It has nothing to do with the Dark Harvest. Unfortunately, OOO for some reason decided it was a good idea to have two events at the same time. Both events seem to be ending on November 3rd.

Since the crafting rock for it is in the mission, it won't be accessible when the event is over so I guess you can only craft them during the event.
