It seems to do tier 1 damage everywhere.

5-7 damage in tier 1 is still a little low but OK .

5-7 damage it tier 3 however is wrong and negligible. I would hope for it to do 40 damage at least for it not to feel like a compete waste of an ultimate especially with the low rate of occurrence and innacuracy of them.

It has been months now, and it won't change unless you change it :(
