Something curious about steam

I was browsing the achievements of Spiral Knights on Steam, and I noticed that only 67.1% of the players has the achievement "First Steps: Successfully reach the Rescue Camp."
How is this possible? Its the very first thing you do after you create a knight.
But it gets even weirder....
Only 46.8% of all the players have the achievement "Welcome, Stranger: Cross the chasm into Haven.", so basically less than half of the knights get to heaven?

Ohh, and something I think its funny, I saw a review from somebody who has played for over 1900 hours and keeps playing but doesn't recommend the game lol.

You need to head all the way to the first Clockworks terminal to get the hat, actually. To do that, you need to have reached Haven.

I would imagine that alts would be more useful in haven than the rescue camp.

non-free games are easy to explain, it counts people who bought them during sales but never got around to playing them.
I wonder if they would ever do a "has actually installed this game" percentage.

Rescue camp characters can still get the achievement if invited to a run.

I actually didn't read any of the tutorial missions when I first played SK, but I was fine. Only problem was that I didn't know what dealt what damage until a year later.
