They work the same like the Valentine's Day gift boxes except for one thing: You can buy them whenever you want from the Supply Depot. They are bound, and cost 200 CE. 300 for one with a special message tag. You can put in one (1) unbound item and send it to the knight you wish to send it to. Similar to Gift Wrapping something in TF2.

If you mean a permanent supply of generic gift boxes, then yeah, I guess they are a cute feature that might as well be there.
But I'm not sure why you referenced TF2, as far as I can figure out from http://wiki.teamfortress.com/wiki/Gift_wrap the equivalent item there can do something SK can not: Gift some (but not all) non-tradable items. Essentially doubling as the unbind tool, if I understand it correctly.

Except the mail option sends 14 items and infinite crowns/energy for 100 crowns.
