i got problem when i tried to back up via steam, and it failed. then i tried to validation the cache, it said 9 files missing and i downloaded the update, around 200mbs, then after i finished download, i revalidate the cache and it still said 9 files missing with same update. anyone help?

Don't back up, SK is an evolving game, it will require update patches from time to time, backing up has little to no benefit.

Steam is troublesome to copy paste, and there are not alternate download links... majority of the game is downloaded from an OOO-dedicated server through the getdown.txt. The only solution I can have for your friend is to get better internet.
Don't bother about validating your cache. Steam's cache of SK is not up-to-date, and there will surely be "missing files".
