I didn't watch the video but I was there so cliffs notes:
Gunner update comes out when it's ready
Buckets of snowballs (other GMs did this too)
GMs not allowed to give free stuff to players (should be obvious, but beggars gonna beg)

It's an Accessory from the last Valentine's Day Event called the Crest of Love. It was available in the Supply Depot for a limited time, I believe it was 3,200E.
