Just got my hands on a TRADEABLE Azure Guardian Crest. How is this possible..?

Saw one on AH and bought it for the lulz. Is this a bug or something? If yes, is it a common bug?

Unbound Azure Guardian Crests date back to when the mission system granted the wrong rewards for one of the Hall of Heroes Missions resulted in two Vanguard Crests instead of one Vanguard Crest and one Azure Crest. The rewards were fixed in a later patch, and anyone who didn't get an Azure Guardian Crest received one unbound via mail.
