Honestly, what's the difference other than the looks.
I see there's a shield for Royal Jelly set but other than that, stat-wise it appears completely equal to the Ice Queen set and the Ice Queen set just appears to be a re-skin.

And by much more common, we mean "present at all". Basically, the only reason you'd want to make the jelly set over the ice queen set would be to fight slooms, an enemy that was removed quite some time ago.
Of course, given the way ice and sleep resistance work currently, neither are going to help you much due to the way your knight still gets stuck for 3 seconds (even with a ton of resistances), which is more than enough to get hit again by some other attack-- regarldess of whether you have 5x max or negative resistances. But I wouldn't bank on that. When sleep comes back and the iron slug becomes mainstream, then we'll talk.
Ice queen set is better because it has its sleep ressitance replaced with freeze resistance, an status that is much more common than sleep. So yeah, Ice queen > Royal jelly
