I had an auction for the chapeau and the person that bid said they "didn't have that much money" when I contacted them after the auction, therefore it's still for sale and am willing to sell it for the price they bid, which is 1.5CE.

The UV on the divine mantle is Increased Stun Resistance: Low. Contact me in game if you want to negotiate, but 3.7CE is fine for buying it straight out.
