The material drop is specific to the event mission March of the Tortodrones and as such, you must wait until it returns before being able to claim your reward(s).

By mind the language we don't mean "We're offended by what you've said",we mean "The GMs are offended by what you've said, and will come to your house and kill your family because of it."
It was how I lost my mother :(
Unfortunately, instead of reintroducing Tortodrones as passive minibosses, they've been confined to an event.
You'll have to wait until the next 'March of the Tortodrones'. :(
