To be honest, you're best selling it without a UV.
Buyers who are after a niche item with UV are generally very specific with what they want. Maybe they only want a Elemental Max, maybe only a Normal Max. Niche items are already hard enough to sell as it is. By attaching a UV on it, yes, it might raise the value a little, but you're making your target market even smaller.

Yes. Any good UVs make an item more valuable, unless of course the buyer is looking for one without UVs.
