Is this bomb useful outside of maps with healing pads? Does minor poison actually make a noticeable difference?

Very. It lets me tank several more hits, and lowers the enemy defense so I can smack them and actually hurt them with a Sudaruska reskin.
Albeit, I only use the 5* version, so I don't really know for its merits in Tier 2.
