Several people have posted

Several people have posted that it does for damage types (elemental/shadow/piercing/normal). I'm not sure about UVs like fire resist.

The bars are a lie

Don't trust the bars, but they will increase in size (the UV shadow defense) with the higher tier & leveled gear. Again they aren't always accurate. I've seen this post around before, use the search before asking next time.
