Feron can die, though that would require all lot of work, as he would have to be removed from his current post standing aimlessly in the Arcade and he would need to be replaced (hopefully by Captain Ozlo himself, that guy is kick-butt)
fiends (and the legion of ur, which are trojans) are not related to the swarm
only "the architect" and herex are, and from what we know the fiends have their own things going on completely separate from the swarm and anyone elses problems
also, ur isnt a person, and is more likely a place where the army guards/is from (ur was a real place at a time)

you make this so that the legion of ur, a part of fiend lore, is in the same mission as (and is working with) the swarm, this relates them in terms of being together and having the same agenda, which they arent together and they dont have the same agenda
"logic" you arent using any, if they have no relation in game they should not be put together like that for a dlc, there arent even any swarm corrupted fiends in existence, and there are no levels or text in game that even hint at them being together for anything, let alone a boss fight
They do have a bit of a point, seeing as the vanguard mission "It Came From Below" has a fiend level that leads into the Swarm, but I do agree that fiends and the Swarm are two completely unrelated entities - one is at home on Cradle, the others are just trying to do their office job but keep being teleported into a clockwork city.
That all being said actually replying in comments will get further than editing your first post, which I see you're doing now.
A forced death? I dunno. Seems hard to pull off, because dodging is easy (unless you end it with an unfair kill everyone canon). Also, prizes seem too good for this.

I definitely think that there should be a new DLC added to the game, but I'm not too sure about the mechanics and the balancing of the one you suggested. It seems kinda awkward to have a 'Shadow Seerus', I think that there should be a new and different boss and lore entirely. I really liked the plot with Feron though. :D
