Any plan in opening up the regional restriction? (Steam version)

So the short story is my friend quit the SK in steam and went for the one established in Asia due to his location.
However for those who do not know, the game/server closed down a while ago;
on top of that the Steam SK started to have regional restrictions a while ago as well.

Consequently my friend got nowhere to go but only to make a new and non-steam account, as well as losing 2 accounts worth of 5 star gear and accessories.(1 for asia server and 1 for US/EU server)

So back to the subject, will OOO consider opening that regional restriction, so those who are like my friend can make a return to the game? Or perhaps OOO cannot make the decision but steam? I'm not sure about how things work around this topic so if anyone know about the technical side of the issue please let me know.

They can't make that choice, they don't own the asia servers.

Surprised there was no stipulation in the franchise agreement they had with gamecyber that if gamecyber decided to stop operating their sk servers, that the regional restrictions would be removed during such periods of time.

Either way, tell your friend to make a support ticket. They get answered much more directly and a question like this is hard to give a non-answer to. The worst you'll get is "we currently don't have plans to re-open asia servers and apologize for the inconvenience."

I know the asia server is owned by another company, and the question here is "will ooo open up the regional restriction because that company decided to stop operating sk in asia" instead of "will ooo open up that company's server"
