Some secrets are best left hidden... on a more serious note, yeah, those are just rooms block from general players, you will see more of them if you play aurora isles.

Tilesets
That tileset is used multiple times for different missions. They allow multiple different routes through the 9 tiles by blocking off certain tiles. So for Sewer Stash, the bottom left tile is completely blocked off in general because it's unused and therefore has nothing there.

The levelset of "compact areas" are pretty much always the same. In order to make different variations of these levels, certain rooms are blocked off for certain generations, while others are left open. That's just one of the areas blocked off for that specific level, so no worries about it!
Looks like it's just unused room.
