Quick question about Obsidian Carbine

I'm not a new knight in any sense of the term, but since this is technically the "Question Forum" I figured I'd post it here anyway.
Does the Obsidian Carbine have a chance to poison with its regular shots or do you have to charge shot to get the poison effect?

For the record, questions can be appropriate for any forum. This thread is more suitable for the Arsenal forum, because it's a question about gear.
(But I don't really care about enforcing forums, now that posts are so infrequent. :)
