Although I'm wearing a costume, when I enter Lockdown my character shows the actually worn gear.

But I can see other players' costumes... or at least I think I do. I will have to pay attention next time I play.

Costumes in lockdown are
Costumes in lockdown are bugged. They usually don't show up, but sometimes do. I think the intent is for them to not show up.
I have the same thing, but i dont think its a bug, i think they want everybody to see your gear so they know if its smart to fight you
