Wilderness outside of town?

So the hatchet is a weak weapon that says it is for clearing the vines and folliage in the wilderness outside the rescue camp.
Does this mean that it is possible, * or planned to be possible *, to explore the area outside of town as a surface-level dungeon?

He is only posting so he can get a friendly answer to his doubts. And, also, a wild level outside the city would be nice, just not nice if you need that sword specifically to pass it.

To throw in a late reply, perhaps it's to do with the East side of town that is still under construction? (or is it already known somewhere what will end up at that place? haven't been around that long yet)

Actually I was wondering something along those lines too, and was tempted to buy it for the sake of curiosity. It would seem like a pretty big inconsistency though.
