Yeah, submit an F2 or /bug report the next time it happens. PvP is hard enough as it is, being with upper tier players makes it way worse.

Standard double-checks: in
Standard double-checks: in the loadout menu, ensure that the bar says PVP T1. Make sure all other loadouts are either shown as PVP T1 or marked as PVE-only (swords uncrossed).
It's still possible to glitch into the wrong tier, which I think has to do with equipping higher star costume armor, so if you're wearing any or have any higher tier costumes in your loadouts make sure to remove it as it won't (at least shouldn't) show up in PVP.
If all that fails, F2 time.
When you look at your Loadouts, are you sure it says PvP Tier 1?
If that happens again, I'd submit an in-game bug report (it'll be easier to do while you're waiting to revive)
