Which one is the better shield for tier 2 right now?
The high attack speed or low damage boost?
Swiftstrike Buckler or Twisted Targe for tier 2?

I would advise against the Swiftstrike Buckler. It has way too low health, so it'll break very fast. Your shield should be a shield that protects you, at least when you are beginning (some pro can get away with a Swiftstrike everywhere, but it takes a lot of experiences).
If those 2 are your only options, go with the Twisted Targe. It's very good for JK runs. But if you plan to do some twins run, consider using an Owlite shield.

Depends on Endgame Plans
For strictly Tier 2 play, I'd think that the ASI High of the Swiftstrike would out-dps the low sword damage boost on the Twisted Targe; also counter to the Swiftstrike's description, it actually gives a speed boost to all weapon types, not just melee. If you ever plan to do anything Tier 3, you'll want a shield that can upgrade, and the Barbarous Thorn Shield (5*) gets a med. sword damage boost as well as good normal and pierce def. Plus, the Twisted Targe has both normal and pierce resistance while Swiftstrike only has normal (and slightly less of it).
For Tier 2 only offensive play, I'd say swiftstrike.
For Tier 2 only defensive play, go for Twisted Targe.
For Tier 2 on to Tier 3, I'd say get Twisted Targe.
Or you could get both, and hang on to the Swiftstrike for PvP that allows your own shield.

id understand if ppl wana hav a shield for t3 but THIS is just ridiculous..

If you have a medium speed or fast sword, go for Twisted Targe - you'll love the damage upgrade.
For the slow, two swing swords, the ASI improvement might be worth it.
For me though, there is no question - Twisted Targe, because it is upgradeable to 5*, while Swiftstrike Buckler stays at 3*.
