I've seen this one time, it went like this the whole match including the lobby.

It does this on every first
It does this on every first Lockdown game I join per log on session.
It fixes itself on the second game and beyond.
The costume also removes itself when changing class.

That means I can say it happens since the last patch.
This happens occasionally to me too, I though that only I could see it on me, but then one time i saw a guy with a bombhead in lockdown so I guess sometimes other ppl see your costume.
