The ellis cap is one of the worst hats in the game and goes for around 1 scrap each. The halloween items are going for about 1 scrap each too.
To put that into CE, 1 ref is worth 400 CE. 9 scrap go into each ref, so 400/9=44.44444(repeating).

I'm no expert on prices, but
I'm no expert on prices, but since everyone can get it for free I doubt it is very valuable.
Whenever you need to price something from metal to CE just remember the 44.444444 CE: 1 scrap ratio. Take the price in scrap and multiply it by 44.444 and you have the CE price.
