I reported it already ingame but posting it here too just in case:
I'm able to switch loadouts just fine, but unable to swap out single equipped piece for some other, i can only "Compare" them.
Arsenal Stations: Can only compare equips, not equip them

You need to stand on the square thing with a chest symbol, else it won't work.
Works fine for me.
