Yep, Kupoo is right--B/O = buy out, which is the price a seller would accept without further bidding.
You might also see C/O, which is 'current offer'. Sometimes S/O (starting offer) is used too, but I haven't really seen it in SK. I've seen a couple of S/B (starting bid) though.
Of course, BO could also mean body odour. It all depends on context. ;p

Without knowing what context it was used in, I can't say for sure, as I've never seen KBO as a single abbreviation, nor can I think of any equipment names with those initials.
I'll hazard a guess, though, that it was used in selling some item or another, where there was a price of something like 10KBO. If that's the case, then it's two separate shorthand terms. "K" is popular shorthand for "thousand", so 13k = 13,000. BO or B/O is buyout, which is the price at which the seller will definitely sell an item at. It's possible to auction or haggle at lower than buyout prices, but the buyout price is the one where you are guaranteed to get the item if you pay it.
So something like 13kBO would mean 13,000 (cr/CE) buyout price.
