I think that once every month, year, or some other length of time there should be a voting on the best suggestions picked by the admins on which should get put into the game.

You know, if people didn't
You know, if people didn't respond the first time, maybe they don't want it. Here are a couple reasons against this:
1. Implemented suggestions only good for the players and not for the game (e.g. 1000 crowns upon logging in)
2. Trolls. Enough said.
3. If given this much freedom, where will people want to go next? Writing the code for the game themselves?
4. People spamming ideas over and over so GMs will pick it for the "best suggestions"
