I know a couple times I've joined my fiancee in the mission lobby, we go to start heading out and before even going to the first depth we get a prize wheel... I do believe this has happened at a clockwork terminal too.
Edit: this was around 12am-8am EST this morning.

The 2 gates on the right are "buggy": you can't choose a Tier, can't change weapons on the cities. It works like all the depths are dungeon levels, so every final elevator gives has a Proze Wheel and option for up or down, even those leading to stations or cities.

I think it's intentionally removed. Probably just to keep the clockworks arcade unique.
I got the same thing at a gate; I went to the Party Lobby for the Diamond Crown Gate and got the Prize Wheel on the way from Depth 0 to Depth 1.
