Whether it's a bug or not, I

Whether it's a bug or not, I find it quite annoying and limiting and hope it gets changed.

Not to seem like I'm going off topic but...

Since we're talking about possibly odd weapon functions, shouldn't the Winmillion's charge be able to phase through multiple enemies, striking them multiple times like the rest of the Spur line should? Because no matter how much I've tried, the charge shot ALWAYS acts like a single-hit projectile, which is definitely very odd.

As for the Pepperbox, the gun could use tweaking, but I'm pretty sure it has shorter ranges based on a small form of realism; the needles simply have higher speed, ergo high range, due to arrow dynamics.

Intentional

Pepperboxes and needle variants are functionally different guns. Pepperboxes are more useful for dealing high damage to a single target, while needles are better for peppering at long range. The charge is even more different; needles either hail gunfire at a group from a long distance or shred something at point blank range, whereas pepperboxes' vacuum effect sucks a single enemy in from moderate range and hits it with the rest of the bullets, emulating a point-blank needle charge.

They're two different guns, unlike different branches of other trees that just change damage type and status effect. My Blitz Needle comes out in FSC, where it's awesome, but my Volcanic Pepperbox gets brought into RJP and arenas to quickly take out turrets or extract critical enemies like menders from a horde.

i would want to at least have a comment from a dev if they programmed it that way, or is it just a bug.
