Prestige missions - changing without areason

So Today my missions were:

Scared to death
Monstious Research

Tommorow missions are:
Nature of the beast
Monstrous Research

I have completed my Today missions but suddenly without a reason they changed to

Scared to death (became to do again) and Arms Appropriation

If missions are meant to change every 24 hours why do they change out of nowhere in the middle of day?
