Whilst wearing only 0* and 1* equips, the window still shows "You are Tier 3".
Haven't tried getting into a game yet.

Just to expand on what Rangerwill said incase anyone doesnt know (as I didnt lol)
in your loadout screen click the sword icon next to the loadouts it will uncross them making them PVE, only have the loadouts crossed for the tier you want to play
