There might be the possibility that some weapons would be able to manipulate your movespeed. I think they haven't made any yet because you could just switch to/from the MSI weapon at your convenience.

Well you move while shooting a gun. You move when charging a weapon.
It improves your movement when doing weapon related things, but not the attack itself.
If you still want OOO to answer send a mail, they'll hardly notice this post on forums.
