Yes, thats good idea of things that most of popular MMO's have, but try to remember its interface.. If they will add all things you asked here - the pop-up menus will be quite long. Just imagine how heavy will interface be with all this.
I remember how was it fun to learn new chat commands when I just started to play, and interface was very friendly and light. Only main useful things, no knick-knackery. And also pros for current chat system is that player don't need to click click click to use it.
My mind says yes to your suggestion, but my heart says NO >:o

What about VOICE CHAT? How
What about VOICE CHAT? How come Steam players get to use it and non-steam users don't? And why can't it give us any indication whatsoever which of the other players can hear us without asking every single one and getting a response (some might hear us but just be lazy or jerks)

Meh, Voice chat is steam exclusive. Voice chat uses another server, and is on a whole new layout. Basically OOO could not make a call on it.
If you want an indication of whether other players can hear you, Esc, Voice (or steam tab), check "push to talk" button.
On-topic, I generally approve of Idea #1. I don't really approve of #2, tch "tagging people", maybe I just don't have a lot of friends and don't need such classification. #3, meh, tis' be a troll idea.

Since my two biggest critics ,Psychodestroyer and Zaffy-Laffy, have already approved of this idea How can i say a no?But the problems is as said by Ewbte also i would suggest having a tutorial for the new players telling them about how to use the social interface. Because when i was new and i was talking to my friend i had to type his whole name. That time i didn't know about the /reply option so a tutorial for new players about the chat system will be nice.

i just would like to add a FILTER in the chat, so you can hide ieither only some channels or turn off the chat window completely.

We only mind if it's absolutely so terrible that we can barely interpret it. I'd say you're clear.
Side note: Although your 'Black list' function could be associated with the Ignore option, I much prefer not cutting contact with people entirely. Sometimes it's good to hear what they're talking about rather than just pretend they're not there.
