This. I'm not entirely sure, but I think it does have something to do with Sprites. However, the clickable area is too small and in the wrong area for it to be the old Vial position (reasonable guess though). Plus there's that other bit, the area where a... bar might be? I'm thinking it's a bar.
Also, has anyone seen this, or is it just me?

(sigh) it's nothing interesting after all
After approximating the area which is clickable and seeing that the curser also changes to "over GUI" mouse curser when held between the clickable area and the map, I realized that all it is is this.

Well, it's more or less useless now. Plus the less people who realize I made a (somewhat useless) thread, the better.
Possibly an in-development Battle Sprites command GUI.
