I cant consider it active
I was in VK once. I left it a few months ago because I found it inactive and most of our members left already. I think I heard from someone that Whitelancer (Founder of the original VK), went to the asia server... I hope this helps :)

I don't think you can consider a guild even decent when the guild leader gives random people password to his account.
