Either from Vatel in the Bazaar (recipes rotate every 24 hours) or from Basil in a Tier 1 Clockworks Terminal (random recipes every time).
The person in the Bazaar doesn't have it right now... Does that mean tomorrow he will?
Not necessarily. It's a random chance selection that is unique to each player.
