It depends. There was one bracket contest that I heard about where the prize was $1 billion if you correctly predicted the whole tournament. A lot of office pools will have a small entry fee and whoever scores the most points will take home the pot.
Last year I participated in a school bracket, and there were no prizes. This year I tried hosting a bracket challenge for my Spiral Knights guild with some prizes for the top finishers, but no one entered... :[
I decided to do a little research about the legality of NCAA brackets. Here are two articles about it if anyone is interested.

Yep. Since sports betting is illegal in most states, brackets would be illegal. However, authorities rarely go after anyone for running or participsting in bracket contests. It is one of those things that gets largely overlooked and is pretty much allowed a pass by the law.
