Tone down the on-hit and debris effects for Drakon's Firestorm, and the global purple tint effect from Maskeraith's Hexing Haze

If you're not going to work on Sprites' balance like you said you would, at least fix these graphical problems.

Explosive Firestorm's stacking debris effects and constant hit-flashes make it very hard to tell what enemies are doing when you're fighting more than two enemies (which is where Firestorm is most effective). People also tell me it hurts their framerate and causes skips, every now and then.

Hexing Haze's global misty... haze... effect is pretty obnoxious, and it's already animation-heavy with its other effects as well. It'd be great if you could limit it to the person using it.

Can't see a thing when the whole party uses hexing.
